Fuel Tank Move to California Science Center Begins

The giant fuel tank that made a journey halfway across the nation, arrived Wednesday at Marina del Rey’s Fuel Tank Move to California Science Center Begins Fisherman’s Village.

Commonly referred to as, ET-94, traveled from NASA’s New Orleans manufacturing plant by barge last month, passed through the Panama Canal, hugged the coast of Central America and went through customs in San Diego before arriving in Marina del Rey.

It’s next voyage, a 12-mile road trip to the California Science Center will begin this weekend, with the help of Right of Way (ROW), WCS Permits & Pilot Cars’ sister company.

After months of planning with the load’s carrier and obtaining permits from local jurisdiction, ROW is ready to maintain the public’ safety for the approximately 18-hour trek through Playa del Rey, Westchester, Inglewood and South Los Angeles.

Much more goes into moving something this big and uniquely shaped than what most can even image. The fuel tank has loaded dimensions of 209-feet long, by 30-feet wide, by 35-11 feet tall, with a total weight of 224,000 pounds, which means not just any route can sustain it. Not only that, it is a unique cone-shaped tank.

Right of Way will remove necessary street lights & signalsROW was involved in planning the removal of any necessary street and highway signs, traffic signals and electrical lines along its route, as well as obtaining the necessary permits required by local jurisdiction to not only travel, but to ensure the planned route can handle the weight and size of the load.

Once the permits were obtained, ROW began working with the carrier, Emmert International to clear and shut down specific roads along the route, particularly highway 90 and Lincoln Blvd in Marina del Rey, where the orange tank will begin the drive.

Additionally, ROW is involved in the traffic and pedestrian control during the approximately 18-hour move to the science center. Much like other large popular loads ROW has been involved in – the move of the Levitated Mass to LACMA and the Road Train move from San Onofre to Utah – much fanfare is expected, and keeping the public at a safe distance is important.

Once the fuel tank arrives safely at the California Science Center, it will be displayed with the space shuttle Endeavor.

Memorial Day Oversize Travel Restrictions

WCS Permits & Pilot Cars has published travel restrictions and DOT office closures for Memorial Day 2016, as well as other holidays in May such as
Memorial Day Oversize Travel Restrictionsprimary election days where states implement oversize/overweight travel limitations.

Memorial Day is Monday, May 30 and all 48 continental states’ oversize/overweight permit offices will be closed in observance of the holiday.

Travel restrictions in some states will begin as early as noon on Friday, May 27 and will run through Tuesday, May 31. Most states have weight and size restrictions only, while select states are permitting no travel at all.

OK to Discontinue Use of Provisional (Book) Permits

OK to Discontinue Use of Provisional (Book) PermitsEffective July 1, 2016 Oklahoma State Legislation will be discontinuing the use of provisional permits and/or book permits.

As of this date all use of provisional permits and/or book permits must cease and any unused permits must be returned to  the Size & Weights Permit Division no later than July 1, 2016. If any driver is stopped with provisional permits and/or book permits in their possession on or after July 1, 2016 they will be seized by either the OHP or OCC and returned to Size & Weights Permits Division. Furthermore if anyone is stopped for using such permits for their move they will be fined for having “No Authorized Permit” in their possession at the time of their move.

IN Permit Office Will Close on Tuesday, May 3

The State of Indiana DOT office, including the oversize/overweight permit office will be closed on Tuesday, May 3 for Primary Election Day. No travel restrictions for haulers with oversize loads will be in effect, but with the office closed, no permits will be issued that day.

Normal business will resume Wednesday, May 4.

MI Updated Spring Weight Restriction

Effective at 9 a.m. Monday, April 4, 2016 weight restrictions will be lifted from southern Michigan border north to and including US-2 Iron Mountain to St. Ignace. Frost restrictions are still in effect for the remainder of the state and will be imposed and enforced on all state trunkline highways north of the US-2. Weight restriction information and updates may be obtained by calling 1-800-787-8960. For companies located in Canada or New Jersey, information may be obtained by calling 517-373-6256. – On routes designated as “All Season Routes” (green or gold on the MDOT Truck Operators Map) there will be no reduction in legal axle weight. – On routes designated as “Seasonal” (solid or dashed red on the MDOT Truck Operators Map) there will be a weight reduction of 25% for rigid pavements and 35% for flexible pavements.

Extended permits will be valid for oversize only in the weight restricted area. Single oversize load trip permits will not be issued for overweight loads or loads exceeding 14 feet in width, 11 axles and 150 feet in overall length in the weight restricted area. WI Suspending all Oversize Overweight Permits

Due to weather forecasts showing heavy snowfall and gusting winds, Wednesday, March 23 through Thursday, March 24, the Wisconsin Department of Transportation Oversize Overweight Permit Section is suspending all single and multiple trip permits starting today, Wednesday, March 23 at 3 p.m. through Thursday, March 24 at noon.

All single and multiple trip permits are affected by this administrative suspension. This is in addition to spring thaw restrictions.

The suspension affects the following counties: Adams, Brown, Buffalo, Calumet, Chippewa, Clark, Door, Dunn, Eau Claire, Florence, Forest, Jackson, Juneau, Kewaunee, La Crosse, Langlade, Lincoln, Manitowoc (North of Highway 151), Marathon, Marinette, Menominee, Monroe, Oconto, Outagamie, Pepin, Pierce, Portage, Richland (North of Highway 56), Shawano, Taylor, Trempealeau, Vernon (North of Highway 56), Waupaca, Waushara, Winnebago and Wood.

WisDot reminds that even if the county in which you wish to operate is not listed above, your permit is not valid if weather is inclement and road conditions are bad.

Good Friday Oversize Load Travel Restrictions

Good Friday oversize load travel restrictions and DOT office closures are posted and made available for download by WCS Permits.

While most states do not enforce oversize and overweight travel restrictions on Good Friday, March 25, a few state transportation offices are closed and a few states do have restrictions.

Also updated on the same travel restriction list is Confederate Memorial Day oversize travel restrictions in Georgia, Patriot’s Day oversize travel restrictions in Massachusetts and Maine, and Arbor Day oversize travel restrictions in Nebraska.

WI to ChangeOversize Single Trip Permit Validity

The Wisconsin Department of Transportation (WisDOT) is reducing the length of validity of single trip permits for WI to Chamge Oversize Single Trip Permit Validity oversize/overweight loads. Beginning, April 15, 2016, single trip permits will be valid for five days. Carriers may apply for a permit five days in advance of the requested start date.

This change applies to all permits issued under Wisconsin Statutes 348.26, and will put Wisconsin in line with permit validity lengths in Illinois (five days), Iowa (five days), Michigan (five days) and Minnesota (seven days). This change is expected to improve the accuracy of construction and maintenance restriction data at the time a permit is approved.

MN Seasonal Load Limit Update

Road Restriction maps indicating the locations of weight restricted routes and those state highways open to maximum ten-ton axle weights are listed on the MnDOT Seasonal Load Limits website at www.mndot.gov/loadlimits. Click on “Spring Load Restrictions (SLR).” Also available is a text list of the restricted segments along with exceptions to the map.

OVERWEIGHT PERMITS
Permits for over 80,000 lb Gross Vehicle Weight (GVR) will continue and new permits will be issued if all axle and group weights are legal.

Up to full-summer overweight permits can be issued during the Spring Load Restriction period only on interstate through movements. Middle-range overweight permits become available within each frost zone when Spring Load Restrictions are lifted. Full-summer overweight permits become available within each frost zone starting two to three weeks after Spring Load Restrictions are lifted.

The ending dates for Spring Load Restrictions are based on how weather is affecting roadway strength. These dates are established by monitoring roadway strength as weather conditions change. Therefore, the ending dates for Spring Load Restrictions are variable.

As soon as a date is set, MnDOT will report this date on its 24-hour automated message center at 1-800-723-6543 for the USA and Canada, and locally at 651-366-5400 for the Minneapolis/St Paul area.
